VILLAGE OF BERRIEN SPRINGS REGULAR COUNCIL MEETING
 
Minutes of the Village of Berrien Springs Regular Council Meeting held on Monday, February 18, 2013.
President Milt Richter called the council meeting to order at 7:00 p.m.
Present: President Milt Richter, President Pro Tem Barry Gravitt, Trustees Bob Caulpetzer, Lonna Johnson, Lance Parrish, Sandy Swartz, Attorney DeFrancesco and Clerk Sheri Kesterke.
Absent:  Trustee Jim Allred.
Also Present: Bill Dustin PWS, Press
 
All stood for the Pledge of Allegiance.
 
APPROVAL OF PREVIOUS MINUTES:
Minutes of the Regular Council Meeting held February 04, 2013.
*Moved by Sandy Swartz seconded by Barry Gravitt to approve the minutes of the Regular Council Meeting held February 04, 2013 as presented.  Ayes, 6; Nays, 0.  Motion carried.
 
CORRESPONDENCE:
Senior Nutrition Services Notice was received for the “Mayors for Meals and Elected Officials for Meals” campaign which will be held March 20, 2013.
Cornerstone Insider – two newsletters were recently received.
State Senator John Proos – “Inside the News” newsletter received.
MML Legislative Link – newsletter received for February 12, 2013.
Wayfinding Program – President Richter has a synopsis of the Wayfinding project that is part of the Woodhouse Intergovernmental Effort Award, for those that are interested.

COMMITTEE REPORTS

FINANCE AND PERSONNEL – Bob Caulpetzer, Chair
Chair Bob Caulpetzer gave a synopsis of the committee meeting held February 13, 2013.
 
Pay Bills
*Moved by Lance Parrish seconded by Bob Caulpetzer to approve the bills in the amount of $23,944.85.  Ayes, 6; Nays, 0.  Motion carried.
 
Printer for utility billing.
*Moved by Barry Gravitt seconded by Bob Caulpetzer to purchase the new printer for utility billing as presented in the amount of $350.00 from The Copy Image. Ayes, 6; Nays, 0.  Motion carried.
 
 Reliable Disposal Agreement
A proposal was received to extend the current Rubbish and Garbage Disposal Agreement for the next three years.  This will be brought before the council for a vote at the next council meeting.

 
PUBLIC PROPERTIES AND ORDINANCE – Sandy Swartz, Chair
Sandy Swartz gave a synopsis of the committee meeting held February 13, 2013.
 
FIRE – Bill Dustin & Milt Richter Village Representatives
The next Fire Board meeting is scheduled for March 27, 2013.
 
PUBLIC UTILITIES – Lance Parrish, Chair
Chair Lance Parrish gave a synopsis of the committee meeting held February 13, 2013.
 
 New meter for River Spring Estates.
*Moved by Lance Parrish seconded by Bob Caulpetzer to purchase a new 8” meter from Underground Pipe & Valve, Inc. not to exceed $3,764.29 to replace the River Springs meter.  Ayes, 6; Nays, 0.  Motion carried.
 
Send Chuck Witkoske to Sequencing Batch Reactor Process Control Class
*Moved by Lance Parrish seconded by Lonna Johnson to send Chuck Witkoske to Sequencing Batch Reactor Process Control class not to exceed $300.00.  Ayes, 6; Nays, 0.  Motion carried.
 
WWTP – Purchase Effluent Pump
*Moved by Lance Parrish seconded by Lonna Johnson to accept the quote from Peerless Midwest Inc. for a new Waste Water Effluent Pump not to exceed $11,500, with cost coming from the wastewater repair, replacement and improvement fund.  Ayes, 6; Nays, 0.  Motion carried.
 
WWTP – Float to mixer motor needs repaired
*Moved by Lance Parrish seconded by Bob Caulpetzer to repair the wastewater treatment plant float to the mixer motor not to exceed $1,400 with funds coming from the wastewater repair, replacement and improvement fund.  Ayes, 6; Nays, 0.  Motion carried.
 
SHAMROCK PARK COMMITTEE – Jim Allred, Chair
Committee member Sandy Swartz gave a synopsis of the committee meeting held February 13, 2013.
 
Shamrock Parks proposed new rates to start May 1, 2013.
*Moved by Barry Gravitt seconded by Sandy Swartz to increase the rates as presented for Shamrock Park starting May 1, 2013.   Ayes, 6; Nays, 0.  Motion carried.
 
LIBRARY BOARD – Sandy Swartz
Minutes of the November meeting were available along with the Year in Review report.
 
 
MEDIC 1 – Clerk Sheri Kesterke
The next Board Meeting is scheduled for February 28, 2013.
 
RECREATION BOARD – Lance Parrish
Basketball is currently keeping the kids busy.  Baseball sign up is March 1st.
 
POLICE COMMISSION – President Milt Richter
The next Police Commission Meeting is scheduled for March 7, 2013.

 NEW BUSINESS
  Computer bids for Ordinance Enforcement Office old computer
Three bids were received for the Ordinance Enforcement Office old computer.  The highest bid was from Shane Daniel for $150.00.
*Moved by Barry Gravitt seconded by Lonna Johnson to accept the bid from Shane Daniel to purchase the old Ordinance Enforcement Office computer in the amount of $150.00.  Ayes, 6; Nays, 0.  Motion carried.
